It is my belief that government should stay out of the way of small businesses, but when it is harming animals and families, it’s time to intervene. Russo's and I Heart Puppies are fronts for inhumane USDA commercial breeding puppy mills, They claim "Quality" but don't be fooled, they have chosen Inhumane Cruelty as a business profession.

I HEART PUPPIES is unbelievably blatant to the point of obnoxious in display of consumer fraud. They are playing the city for fools. They tell you they use USDA breeders in good standing, which is also a lie. They are counting on you not knowing that every USDA BREEDER IS A PUPPY MILL, and have been found in Federal Court to be by their very own standards and regulations, "INHUMANE TREATMENT OF COMPANION ANIMALS". The USDA is stated in Washing D.C. as government sanctioned torture violating the specific rights of companion animals under Federal Law "The Animal Welfare Act". It is exactly why cities, pet store chains, and private retail companies have banned the sale of USDA PUPPIES. Even a USDA report with no violations still operates under LEGAL TORTURE TO COMPANION ANIMALS.
