Deadbeat President? City Sends Obama a Past-Due Bill for $35K

Newport Beach wants to be reimbursed for police costs during the president's campaign stop in Corona del Mar. But other cities haven't had much luck collecting on similar tabs.

NEWPORT BEACH, CA -- Will Newport Beach have to send a collections agent to the White House?

Earlier this year, the city mailed President Barack Obama an invoice for $35,043 to cover security costs it says were incurred during his February visit to a breakfast fundraiser in .

The tab was due June 9, but no payment ever landed. So, this week, a past-due notice will be sent, city officials said.

"The city’s normal billing process is to send past-due notices 30 days after the original due date, then again at 60 days," city spokeswoman Mary Locey said. "If no payment is received 90 days after the original due date, the matter is sent to collections."

Don't hold your breath, Newport Beach.

Obama's campaign has similar bills piling up across the nation. Last month, officials in New Hampshire tried and failed to recover costs from an Obama campaign trip to Durham. A private donor later offered to foot the bill, according to a CBS affiliate in Boston.

Obama also owes money to Beantown, according to the Boston Herald, which said Boston forked out $150,000 to $200,000 to keep Obama safe during a series of reelection events there.

Messages to the Obama campaign seeking comment on Newport Beach's invoice weren't returned.

Fred Smoller, a professor of public administration at Brandman University, criticized the various local attempts to bill Obama. Instead of handing out invoices, cities should be honored when a president comes to town, he said.

"I think it is a political stunt meant to embarrass the president. Did Newport charge the White House when Reagan, G.H.W. Bush and G.W. Bush came to town for fundraisers?" Smoller asked. Obama "travels with 500 or more people, including the Secret Service and the press, and they stay in local hotels, eat at local restaurants and buy gas from local stations, all of which puts money into the local economy. So, I wouldn't be surprised if the city comes out ahead."

Locey said Newport has billed other politicians in the past, although she offered no specifics.

In 2012, the city has definitely been an equal-opportunity invoicer. Newport recently billed Mitt Romney's campaign $10,441 for money the city spent on police and security measures during the Republican presidential hopeful's June 1 campaign stop at the Balboa Bay Club and Resort. (City Manager Dave Kiff said Obama's bill was higher because the president's visit required several miles of street closures.)

Romney's tab is due July 21, and may prove easier to collect. After the candidate visited a Manchester, N.H., high school earlier this year, for example, his campaign coughed up the money for security services, according to a story in the Huffington Post.

But getting the president to pay up could be a tall order.

"I assume they can try having his paycheck docked, but I doubt they will be successful," Smoller said. "Especially since he appointed the Treasury secretary."

Have you looked at the new taxes, on everyone, that obamacare is going to have everyone pay? Welcome to lousy health care, long delays in getting an appointment (if you can even get the treatment necessary). Health care cost increases have gone through the roof in two years. My plan costs nearly doubled due to obamacare being implemented. Better pray you stay healthy, our healthcare is now going from top rated to worst. If you own a home you are now going to be taxed 3.8% of you sales price when you sell your home to pay for obamacare. If you own a home you are now considered rich by Obama. Sickening.

And your facts come from which source Carolyn? President Obama has actually lowered taxes for most Americans. Right now the system is Pray You Stay Healthy. You have it backwards. In MA where Romney (I wish he'd take credit for it, I'd respect him more) implemented a similar system 98% percent of legal residents (I know the legal part is important) now are covered by health insurance.

Read the bill. My health insurance almost doubled in cost due to obamacare. Previously for the last 10 years my increases were fairly predictable and reasonable. This year my plan costs almost doubled. That is reality. You are covered now. Are you turned away for care at any hospital? Especially if you state you cannot pay, no, you are not. My plan now must cover pregnancy (along with all men and children on a health care plan being told they must pay within their healthcare plan for pregnancy). So instead of paying for a service you use you have your rates increased for things you don't use. Same goes for well children visits. I would rather pay for my kids expenses separately for 18 years than have it increase my premiums for the rest of my life. This is the biggest scam ever on the American people. So someone who is 20 must now pay money for health insurance they don't need or face a penalty. Did you also know it allows the irs to go into any of your accounts for collection. One state does not make a plan desireable for the entire u.s. have you read the bill? Lowered taxes for who? Site your source. I read the bill. There are taxes galore in it.

Dear Carolyn, exactly! Most of the portions of the bill that will help reduce costs (the exchanges and tax credits) will not be implemented until 2014. Blame the current insurance industry for rising premiums that you have already been subjected to. Everyone needs health insurance eventually. Not having it is gambling. But when these people "lose" and end up using the ER for traumatic injury, accident, or an undetected disease that has gone on too long, the rest of us have to pay for their costs. It's individual responsibility to have insurance. It's irresponsible to expect the rest of us to have higher insurance premiums to make up for those that don't have it.

Shripathi Kamath, how do you know "they billed Romney because they billed Obama (and which other President before him?) and did not want to be blatant about it."? Unless you were part of the decision making process, you are just guessing. You don't KNOW what their motives were for billing BOTH candidates that visited NB. Seeing that you aren't exactly unbiased in your opinion of NB, I'm going to say you would rather assume the worse than use common sense. Has it occurred to you that it's possible that the city is in more financial trouble now that when President Bush (that would be "the President before him") was in office and that is why they started billing candidates for security? That seems to make more sense, but if you prefer to assume it was for another reason, you certainly have that right.

It seems to me that the extremely nasty, possibly demented "patcher" named Shripathi should be ignored. Just a thought- if we all ignore him and his, well, stark meanness, maybe he'll go away and we'll go back to civlized discourse. Anyone with me? Some of you know from a previous remark that I am from the East Coast. We had a nasty, nasty patcher from Madison, CT named "Charles" and after ignoring him, he went away, at least for a while. Some people just can't be nice and happy. Personally, I always pray they don't have children because that just isn't fair to the children.

I on the other hand find that Shripathi is one of the most intelligent AND entertain people to comment on this lil' patch. Most of his comments lately are sarcasm laced. You also have to be adept at reading between the lines. I enjoy Shripathi's comments a lot. I hope he stays!

Carolyn, Medicare works very well without any of the fears you have expressed. No long waits for appts., treatment available for any condition. Your increases in healthcare premiums are due to lack of regulations on private companies.

Exactly Carolyn, I read that first Bill that they didnt pass, and I another person, also read the other 5 bills that were on the floor, and all of them were the same basicly, but writting in different legal terms. When they pass this one, we read it, and the reason it was so LONG, was due to they took them ALL and compromised, and included the issues that were in the first, just used different legal terms. We were totaly aware of the Fact that before O was in the White house, (especialy me) of the FACT that he ordered the CDC to send all their FILES on the people directly there. FOR WHAT? The idea that insurance companys are raising the rates, lets see, ITS WRONG, but then it doesnt necessary have to do with those that dont have it, the cost of care goes up, just like everything else in our GREAT ELITE RICH MANS world does! It goes up because the Majority that are recieiving STATE Care, are Illegals, Aliens, and there are MANY CITIZENS that have Lost there jobs, and need it. If the States are broke, and the Feds are broke, who is going to pay fo r the care? It will get paid by the very ones that HAVE the JOBS to pay the taxes. You want to stop this mess, then STOP electing these damn Career Politians, that are out to make money for themselfs and there ELITE Buddys. Fact Checker: On the northeastern coast of our formerly great country, you're right. I'm NOT finding much civilized discourse! It's disturbing to find so many nasty (almost always liberal, by the way) people who are your neighbors. It has been a real eye-opener for me (and my husband). So eye-opening that as soon as the economy improves, we are selling out and moving to a red state for sure.

If that is the case, then it would DIFFENTLY explain, the Liberal CA thinking they have. When it comes to CA it doesnt surprise me, seems many (and I have lived in this state all my 54 yrs) they think and act the way they do! Heck nothing has changed here especialy on how CA LEADS the NATION! RIGHT TO DISTRUCTION!

Umm, Shripathi, I did read the link and yes I know it supported what I said. You seemed to think it absolved Faux of the charges as a propaganda outlet. I remind you, even a broken clock is right twice a day and further, I wanted to know where that appeared in their "on-air" version. Lastly, I added Murdoch has not been pleased with Mittens lately.
